Regarding point 3 for cyclists: you should never invite another road user to do something. If you want the other person to go first, you should stop and wait without making any gestures. Looking them squarely in the eye so that they're aware that you know they're there will help. If you wave someone on, and they have an accident, who's going to be sued? I am pretty shocked actually at the motorcycle/scooter drivers here in Australia. They act like bikes, squeezing in between cars at red lights to get to the front etc. I've never ever seen that done in North America - motorcycle safety seems to be a bit stricter there. I'd add to all of this to learn to read cars a little, and not to depend so much on their signalling, so much as their vehicular language. You can often guess that someone is going to turn in front of you, even if they don't have their indicator on. It's also worth noting that while flashing lights are more visible than steady lights, drivers tend to underestimate the distance between themselves and the flashing light.
